General Guidance on use of Operators

Each time that you select a data field to search on, EDICS determines the type of search operators which are valid as follows:

Text fields will have = , <>, LIKE, IS NULL, and IS NOT NULL operators. A text box will be provided to input the criteria.
Boolean (Yes / No) fields will have = and <> operators. A drop down list with Y for Yes and N for No will be provided to input the criteria.
Enumerated lists will have = and <> operators. A drop down list with the legal values for the item chosen will be provided to input the criteria.
Date fields will have =, <>, <, >, <=, >=, IS NULL and IS NOT NULL operators. An input field, masked to allow only date input, will be provided to input the criteria.
Number fields will have =, <>, <, >, <=, >=, IS NULL and IS NOT NULL operators. An input field, masked to allow only numeric input, will be provided to input the criteria.

The = operator should be used when you want to find an exact match to the criteria you specify.

The < (less than) operator should be used when you want to find all values less than the number or date that you specify. The > (greater than), <= (less than or equal to), and >= (greater than or equal to) operators provide analogous searches.

The IS NULL operator will search for all occurrences where no information is entered in the subject field, i.e. the field is blank. The IS NOT NULL operator will search for all occurrences where ANY information is entered in the field, i.e. it is not blank.

The LIKE operator is a text-search operator which searches for all occurrences of the specified criteria. It is used on text fields, and is set up to follow the following rules:

It is case insensitive. Searching for ed, Ed, ED, or eD will return the same results.
Embedded spaces can be included in search phrases, e.g. you can search for public law
Any occurrence of the search phrase will be found. Searching for ed will find occurrences of ed, education, fred, and pedestrian.
No quotes are needed around text strings. If you include a quote mark, it will be part of the search string.

Collection Package Data Fields Available for Ad Hoc Report

A number of data fields relating to collection packages are available both for use as search criteria and for inclusion in a report. Each of these data elements exists once for each collection, and they are described in Table E-1 below. Note the following when using these data fields:

Data Fields which can take on only Y/N (i.e. Yes/No) values are useful to use as search criteria but usually not useful as report columns. If used as a report column, the field will be blank if it is No and will contain an "X" if it is Yes.
Only unique occurrences are included in the output report. Therefore, for example, if you search on collections with Affects Farms = Y and include Current OMB Control Number as the output column, you may get a different result than if you report on Current Tracking and OMB Number. This is because the latter will include a separate entry for each version of collections with the same OMB Control Number.

Collection Program Office Number	The first four digits of OMB Form 83-I question 2, OMB Control Number (e.g. 1820).
Collection Proposed Reg. Type	The type of proposed regulation included per OMB Form 83-I question 19.
Collection Subagency	The text of the subagency identified in OMB Form 83-I question 1, Agency/Subagency originating request.
Collection Title	Text of OMB Form 83-I question 7, Title.
Collection Type	The type of collection as specified in OMB Form 83-I question 3, Type of Information Collection.
Collection uses Stat. Methods	Indicates whether OMB Form 83-I question 17 (statistical methods) is yes or no.
Collection Version	The version number of the collection package as assigned by EDICS.
Current OMB Control Number	The full OMB Control Number (e.g. 1820-0595) currently assigned to this collection.
Current OMB Cost Burden	The current cost burden as last received from OMB (not necessarily the same as the cost burden requested on the Form 83-I).
Current OMB Expiration Date	The current expiration date as last received from OMB.
Current OMB Hour Burden	The current hour burden as last received from OMB (not necessarily the same as the hour burden requested on the Form 83-I).
Current OMB Number of Annual Responses	The current number of annual responses as last received from OMB (not necessarily the same as the number of annual responses requested on the Form 83-I).
Current Status	The current clearance status of this collection, i.e. under construction, submitted, pending, active, or inactive.
Current Tracking & OMB Number	The EDICS tracking number and current OMB number assigned to this collection, in the following format: (000103)1810-0123
Database Last Updated By	The EDICS User ID of the last person to update the collection package database. (Does not track update of attachment files)
Database Last Updated On	The date of the last change to the collection package database. Note that changes to the tracking data for the collection are tracked separately.
Includes a Recordkeeping Requirement	Indicates whether OMB Form 83-I question 16a (frequency of recordkeeping or reporting) is yes or no.
Includes a Reporting Requirement	Indicates whether OMB Form 83-I question 16c (frequency of recordkeeping or reporting) is yes or no.
Includes a Third Party Disclosure Rqmt	Indicates whether OMB Form 83-I question 16b (frequency of recordkeeping or reporting) is yes or no.

Response is Reqd to Obtain Ben.	Indicates whether OMB Form 83-I question 12b (obligation to respond) is yes or no.
Response is Voluntary	Indicates whether OMB Form 83-I question 12a (obligation to respond) is yes or no.

Collection Package Related (many-to-one) Data Fields Available for Ad Hoc Report

There are an additional set of data fields which are available for searching and for reporting which are collection package-related but which occur zero, one, or more times for each collection. Therefore the the guidelines for use of these elements is different. The descriptions of these data elements are provided in Table E-2 below. Following is some important guidance on use of these data fields:

Some of these fields will have available the IS NULL and IS NOT NULL operators; however these operators will not work as expected because in this case NULL values are replaced with text indicating that there are no occurrences. Thus, for example, if you performed a search for all collections which have Current Status = pending and then display the Current Tracking and OMB Number and Linked Data Elements for each, a collection with no linked elements will appear in the report as follows:

If you want to find collections with no data elements linked, you can search for Linked Data Elements = No elements linked rather than for Linked Data Elements IS NULL.
It does not usually make sense to include in the report columns from more than one category at a time. For example, if you include information locator and statute citation data fields in the same report, you will get all combinations of each entry for each collection.

Linked Data Element Description	The text description of a data element.
Linked Data Element ID	The EDICS Identifier for a data element.
Linked Data Element Long Name	The full name of a data element.
Linked Data Element Short Name	The short (abbreviated) name of a data element.
Regulation Citations
Regulation Citation	The full citation of a regulation. Note that this field concatenates data from several database records.
Regulation Edition	The date of the regulation cited.
Regulation Info	Text provided as other information for the regulation.
Review Comments
Review Comment Classification	The classification of a comment assigned by the IMG analyst.
Review Comment Disposition	How a comment was resolved.
Review Comment Number	EDICS-assigned number for a comment.
Review Comment Receipt Date	The date a comment was received.
Review Comment Response Source	The source of a comment (e.g. public, OMB, etc.)
Review Comment Response Text	The text of a response to a comment.
Review Comment Source	The source of a response (e.g. IMG, PO, etc.)
Review Comment Text	The text of a comment.
Statute Citations
Statute Citation	A complete citation for a statute.
Statute Edition	The date of the statute cited.
Statute Info	Text of other information provided with the citation.

Data Dictionary Data Items Available for Ad Hoc Report

When data elements rather than collection packages are selected for reporting, a different set of data fields are made available for searching and reporting. Table E-3 describes the data fields which are associated with each data element (exactly one occurrence per data element, no more and no less).

Data Element Short Name	The short name of a data element.

Data Dictionary Related (many-to-one) Data Items Available for Ad Hoc Report

There is one data dictionary field which can occur zero to many times: the collections linked to the data element. It is described in Table E-4 below.
